We could use appveyor to build when a tag is pushed.

Pyinstaller tends to produce executables that are forward-compatible only, so I've been building on 32-bit Windows 7 and thinking about trying to go back and build on Windows XP. It looks like Appveyor will build them on Windows Server 2012 at the oldest, so I'll have to see what kind of compatibility that will produce...
