When a disputed result in "abstained from voting", we should let people cancel the claim that will veto it under the hood.
DOD :

UI should tell the user that the dispute has not been ruled (the jury abstained from voting)
GovernQueue contract "Resolve" method should redirect to "Veto" method in this case (the jury abstained from voting)
The veto state should be displayed as cancelled
